It might prove illuminating to look on the Hegellian Dialectic of: Thesis--> Antithesis-->Synthesis. Or what is more commonly seen as PRS (Problem-->Reaction-->Solution)
It is how the gov't has been able to circumvent our Constitutionally guaranteed individual, inalienable freedoms and thrown off the shackles of limited gov't envisioned by the Founders.
Two examples for the sake of argument:

We just 'happen' to have an incident where the underwear bomber Umar Farouk Abdulmutallab was not even going to be let on the plane because he had no Visa but some third party, 'sharply-dressed man' was able to talk to the ticket counter and get him access to get on the plane and on the flight, he (Abdulmutallab) proceeds to light his underwear bomb

The American public is shocked at this new level of terror. This new PETN explosive device does not show up on metal detectors .. how will be combat this new threat Big Brother??

Gov't: Well it just so happens we have these body scanner machines that woudd just do the trick. We should now be able to screen and see the genatalia of any of the public wanting the priviledge of flying. Nevermind if we just stepped on your privacy. And don't ask how may body scanning machines were waiting in warehouses for this crisis to erupt. That was just coincidental serendipity.

Let us say,
*Gov't wants to rein in the Internet which up to now, has been an open system for the passage of information*Pfc Bradley Manning working in Army Intelligence has amassed a large amount of data regarding our Armed forces and classified information of our gov't officials communication (more info than even high level ambassadors even) and has given it to Wikileaks so the whole world can know america's business
(Problem) -------------->
Gov't says we can't afford to have Julian Assange and his Wikileaks organization compromise U.S. security. Nevermind if Assange was *truly* a problem, our well oiled dirty-tricks Dept. couldn't have made him disappear without anybody knowing or gotten hold of the Data somehow before it became a crisis. We engage in espionage with Nation states like China. The Stuxnet virus is a computer worm so sophisticated, it has stopped Iran's nuclear ambitions in its tracks. But a non-profit company like wikileaks is somehow able to thumb its nose at the U.S. huh? Hmm... Well anyway we can't let Wikileaks get away with this public, don't you want to be safe.. uhhh... ok?

If we have firmer controls in place for the Internet, 'Control' will actually mean more 'Freedom' for all users, so say the FCC. So really, Net Neutrality is a good thing silly!
(Solution)You see, nothing truly big can happen in the darkness, in the shadows. You have to move in the open for the really big changes to take place and people will see it. But if you have a media that is compromised and is more propaganda than news reporting, if you unite the ideology of supposed objective news reporters along with the whacked-out entertainment industry in Hollywood to shape the perceptions of the public, you can control what the general public is perceiving right in front of them.
Problem. Crisis. Solution. Lather, rinse, repeat until America no longer looks like America anymore.
