Reagan had nothing to do with the IRCA. He just signed it into law back in 1986. That was all he had to do with immigration. It was never his bill.

Reagan had a deal with the speaker of the house at the time. Which was make them legal then secure the border. The democrats defunded the part about securing the border. Uggg.
