Anybody notice the walls? Empty

So the congresswoman made a big deal out of her husband building the walls to protect the community. But did anybody else notice they are backwards? The metal bracings are on the outside of the walls when they should be on the inside. The bracing should be on the inside so if something, like walkers, push against the outside the bracings will hold the wall up. Likewise if some bandits try to ram the walls the bracing would help keep the wall from falling in. With the bracing on the outside, the only thing resisting external force on the outside of the walls would be the bolts and/or welds used to attach the bracing to the walls. Intentional or not, the walls are actually built to keep people in much better than to keep threats out.

That is what I thought about the walls. Outsiders could easily climb up the walls. So you know something is up. But could it be cannibals again. Why didn't Rick question it? Or did he notice it and is planning on a takeover.
